Секьюритизация пандемии COVID-19: третий семинар весенней серии проектной группы «Женщины и гендер в публичном управлении»

20 апреля состоялся третий онлайн-семинар весенней серии проектной группы «Женщины и гендер в публичном управлении», посвящённый гендерным нарративам в секьюритизационном дискурсе во время пандемии COVID-19 на примере России и США. // On April 20, the project group "Women and Gender in Public Administration" held their third online seminar of the spring series, dedicated to gender narratives in the securitization discourse during the COVID-19 pandemic in Russia and the United States.

Спикерами встречи выступили научный сотрудник Школы международных региональных исследований Национального исследовательского университета «Высшая школа экономики, доктор политических наук Университета Альберты Анна Кутелева и студентка магистратуры политических наук Копенгагенского университета Сара Дж. Клиффорд.

На семинаре приглашенными спикерами были представлены результаты исследования “Gendered securitisation: Trump's and Putin's discursive politics of the COVID-19 pandemic”, в рамках которого исследовательницами был проведён анализ дискурсивных практик, использованных Дональдом Трампом и Владимиром Путиным для обеспечения секьюритизации во время пандемии, которые, в свою очередь, в значительной степени задействуют различные гендерные нарративы, образы и практики.

Вторая половина встречи была посвящена дискуссии между участниками, в ходе которой были подняты вопросы о сходствах и различиях дискурсивных стратегий лидеров двух стран, влиянии, которое гендерные нарративы оказывают на жизнь людей, а также о дальнейших перспективах исследований в данной области.

The speakers of the meeting were Anna Kuteleva, PhD in Political Science at the University of Alberta and a research fellow at the School of International Regional Studies at the National Research University Higher School of Economics., and Sarah J. Clifford, an MSc student in Political Science at the University of Copenhagen.

At the seminar, the speakers presented the results of their study of how the official discourses on securitization in the United States and Russia draw on gender tropes to construct narratives about national identity, as well as what potential consequences they discourses have for the state’s politics and society. Their analysis shows that the political leaders in the United States and Russia used hierarchical gender identities to mobilize society during the COVID-19 pandemic. The leaders of the two countries used gender narratives and images to convey a specific understanding of the threat and create a homogeneous national “we”, portraying themselves as the guardians of their nations.

After the talk, the participants continued discussing the similarities and differences in the discourse strategies of the two leaders, the impact that gender narratives have on people's lives, as well as directions for future research in this area.
