Academic Research Seminar 'Modernisation of Public Finances'

The ‘Modernisation of Public Finances’ seminar brings together researchers and students of finance and economics in an interdisciplinary discussion designed to both introduce new trends and deepen existing expertise. Participants consider the latest research data and modern practical developments in finance and economics.

Over the course of the seminar, participants will hone their public speaking skills as they present their research at various stages. Participants will also learn how to create a rigorous methodological framework and conduct research in the field of public finance.

Participants will gain valuable research skills that they can put into practice both in the seminar and in their future work.

Last Tuesday, November 16, 2021, a regular HSE research seminar "Modernisation of Public Finance" took place in the Department of Policy and Governance. Prof., Dr. Juraj Nemec, professor at the Faculty of Economics and Administration at Masaryk University, Brno, Czech Republic, and at the Faculty of Economics at Matej Bel University, Banska Bystrica, Slovakia.

On October 20, 2021, a regular research seminar "Modernisation of Public Finance" of the Department of Policy and Management was held online. Mikhail Poverin, State Advisor of the Russian Federation of the second grade, an inspector of the Accounts Chamber of the Russian Federation, made a report on the topic: “Risk audit in analysing the impact of state information systems on the achievement of strategic goals in the field of environmental safety and environmental protection”.

In accordance with the working plan, on June 28, 2021, a regular HSE research seminar "Modernisation of public finances" was held with a report on the topic: "A new procedure for managing budget programs: advantages and risks" made by a team of authors consisting of A. Belenchuk, State Councillor of the Russian Federation of the 3rd class (Accounts Chamber of Russia); Prof., Doctor of Economics N. Shash (Plekhanov Economic University of the Russian Federation) and Prof., Doctor of Economics M. Afanasiev (HSE University and Institute for economic forecasting of Russian Academy of Sciences).

On May 20, 2021, the next session of HSE academic research seminar "Public Finance Modernisation" take part with a new economic report. Dr. Renaud Bouchard, associate researcher (CEMI, Paris, France), made a presentation on the topic: “Sovereign Wealth Funds’ Long-Term Strategy in the Post Covid-19 Period”. This seminar held as an on-line MS Teams conference.

On Thursday, March 25, 2021, a regular research seminar "Modernization of public finances" was held with a joint report on the topic "Public finances within the framework of the ESG concept and the world's first" green "state budget", were presented by Anna Belenchuk (State Councilor of the Russian Federation), prof., dr. Natalia Shash, (Plekhanov Russian University of Economics), prof., dr. Mstislav Afanasiev (HSE University, INP RAS).

As usual on February 17, 2021, we invited Dr. Dorina ROSCA to the regular session of HSE academic research seminar "Public Finance Modernisation". Currently, she is an associate researcher in the Laboratory of social dynamic and territorial recomposing (LADYSS) of the National Center for scientific research (CNRS) (Paris, France) and Lecturer at the American University of Moldova. The topic of her report was “COVID19 Impacts on Public Finance and Migrants’ Remittances (case study of Moldova)”.

The regular seminar was held on January 26, 2021 (as a zoom-conference) with the key speaker Dirk Wentzel, professor Jean Monnet chair in European Economic Integration, head of Economics Department, University of Pforzheim (Baden-Württemberg, Germany). The topic of prof. Wentzel presentation was “The economic, fiscal and financial implications of a coronavirus pandemic for Germany and the European Union”.
