Presentation by Dr. Dorina ROSCA

As usual on February 17, 2021, we invited Dr. Dorina ROSCA to the regular session of HSE academic research seminar "Public Finance Modernisation". Currently, she is an associate researcher in the Laboratory of social dynamic and territorial recomposing (LADYSS) of the National Center for scientific research (CNRS) (Paris, France) and Lecturer at the American University of Moldova. The topic of her report was “COVID19 Impacts on Public Finance and Migrants’ Remittances (case study of Moldova)”.

The actual Covid 19 pandemic revealed the external dependence character of the Republic of Moldova’s economy. This dependence comes by the external aid, including the official development assistance, and by the migration processes that characterize the dynamics of the Moldovan socio-economic structures. Annually, Moldovan migrants transfer in the Republic of Moldova around 2 billion dollars, representing about 16% of GDP last year.

The injection of this money in the Moldovan economy, particularly in household consumption, directly impacts the public finances.  In this intervention, Dr. Dorina Rosca analyzed the economic link between the external dependency and public finances in the Republic of Moldova, paying particular attention to the economic role and Impact of Moldovan migrants’ remittances.
