April discussion on ESG and the role of the State
As part XXII of the April international conference of the HSE University the next discussion on the academic research seminar "Modernization of public finances" practically aligned with the "round table" 0-16-4 "Environmental and social responsibility management and the state".
Questions to discuss were the following topics started:
1) What is the role of government in supporting the implementation of the principles of the Environmental, social and corporate governance (ESG )?
2) Paris Agreement on Climate (2015): are there managerial and financial resources for its implementation?
3) "Green" public budget: is it possible in Russia and when?
4) Do you need a reform of the Tax Code and the introduction of large-scale “green” taxation?
Well-known experts were invited to speak as experts: Anna Belenchuk – Full State Councillor of the Russian Federation, 3rd class; Ilya Kochevrin – deputy CEO of JSC “Gazpromexport”; Elena Ordinskaya - Ph.D (Econ.), researcher of the Institute for Economic Forecasting of the Russian Academy of Sciences ; Maxim Tretyakov – Ph.D. (Econ.), CEO JSC “ELCAT”; prof., dr. Natalia Shash – Financial management department of the Russian University of Economics named after G.V. Plekhanov. The moderator was Prof., dr. Mstislav Afanasiev (HSE University) was a moderator of this seminar. A lively discussion was held with the participation of other colleagues from our HSE university.
