New trends in public budgeting
Last Tuesday, November 16, 2021, a regular HSE research seminar "Modernisation of Public Finance" took place in the Department of Policy and Governance. Prof., Dr. Juraj Nemec, professor at the Faculty of Economics and Administration at Masaryk University, Brno, Czech Republic, and at the Faculty of Economics at Matej Bel University, Banska Bystrica, Slovakia.
In his presentaion, the speaker described and analysed the current step of participatory budgeting development as a new and popular trend in the formation of elements of the "people's" budget in a number of Eastern European countries.
In Russian financial practice, this phenomenon is called “initative” budgeting, which is widespread in all members of the Russian Federation.
As a result of the speaker's speech, a hugh and aninated discussion was presented by researches from universities in Russia, Moldova, Slovakia and Estonia, as well as representatives of Russian financial control autorities.
