New “green” public budget

On Thursday, March 25, 2021, a regular research seminar "Modernization of public finances" was held with a joint report on the topic "Public finances within the framework of the ESG concept and the world's first" green "state budget", were presented by Anna Belenchuk (State Councilor of the Russian Federation), prof., dr. Natalia Shash, (Plekhanov Russian University of Economics), prof., dr. Mstislav Afanasiev (HSE University, INP RAS).

The report examined the corporate and public (state) lines in the development of ESG (environmental and social governance). In the paradigm of public "green" finance and against the background of a new classification of the evolution of the modern state budget of France, since the ordinance of 1959, the world's first state budget, adopted for the 2021 fiscal year in France, was presented and analyzed.

Methodology for analyzing the impact of expenditure and revenue items of the budget on the environment by six factors proposed by the French Ministry of Economy and Finance (counteraction to climate degradation, adaptation to climate change, water resources, “circular” economy, pollution control, biodiversity).

At the end of the report a lively discussion of the seminar participants took place.
