Seminar «Institutional gender equality»

On February 28, 2019, a seminar of the Research and Study Group was held. The report was presented by Galina Mikhaleva, head of the gender faction of the Russian democratic party "Yabloko"; vice-chairman of the Moscow regional division of the party; professor at Russian State University for the Humanities (RSUH); doctor of political sciences.

During the seminar, the speaker not only raised issues of gender inequality in the Russian Federation but also suggested some possible steps towards resolving this situation.

Thus, the National Strategy for Women 2017-2022 adopted by the Russian Government was criticized. Although the Strategy is, in fact, the first document recognizing the existence of gender inequality in the Russian Federation, it is rather aimed at supporting traditional gender roles, according to which a woman is primarily a wife and a mother. It was noted that the current direction of legislative change corresponds to a “conservative turn”. Striking examples of this are the law on the decriminalization of domestic violence and the bill to ban abortions.

To resolve the problems listed above, it was proposed not only to enshrine women's rights at the statutory level but also to create specialized state agencies that would set their goals to improve the socio-economic status of women, ensure their labor rights, increase the participation of women in decision-making processes in the government.

There were some special guests at the seminar: Elena Rechkalova, the Leader of the project "Women on Boards", and Natalia Rotenberg. At the end of the seminar, all the participants contributed to the fruitful discussion.
