The Research and Study Group 'Comparative Study of the Situation of Women and Men in Public Authorities' was established in 2018. The group focuses on differences between common career trajectories of men and women in public administration. We aim to compare the roles and status of men and women in the Russian government with their roles in foreign governments. The results will enable us to make recommendations for the human capacity development of male and female government employees.

On December 25, a Christmas seminar of the scientific and educational group was held, at which Tatyana A. Melnikova, Doctor of Political Sciences, Deputy Head of the Department for the Development of State Policy in the Field of Demographic Policy and Gender Equality, Department of Demographic Policy and Social Protection of the Population of the Ministry of Labor and Social Protection of the Russian Federation, spoke.
On October 18, the Sakharov Center hosted a lecture by Valeria Utkina, senior lecturer at the HSE Faculty of Social Sciences.

The participants of the Research and study group “Comparative Study of the Situation of Women and Men in Public Authorities” experienced it visiting two scientific conferences at Helsinki.
21.11.2019 at the seminar of the research and stydy group "Comparative Study of the Situation of Women and Men in Public Authorities" Ella Rossman, visiting scholar of School of Cultural Studies of HSE Faculty of Humanities, presented the results of her research on the topic “The Institute of First Lady: then and now”.
The first seminar dedicated to women in the civil service was held in the new academic year.
On July 2, a special issue of the journal " Monitoring of Public Opinion: Economic and Social Changes " dedicated to the topic work-life balance was published.
Gender expertise of regulatory documents and public administration: ways to form gender-sensitive state policy in the Russian Federation
On June 13, Marianna Muravieva, a professor at the University of Helsinki and the HSE Faculty of Law, reported at the scientific seminar of the study and research group. The report was devoted to gender expertise of legal documents and public administration, as well as ways of shaping gender-sensitive state policy in Russia.
Round table 'Violence in modern society and the fight against it' for the HSE master's students with the experts from "Nasiliu.net" ("Stop.Violence") and Consortium of Women’s NGO
On May 22, students of the Master's Program 'Population and Development' and and 'Comparative Social Research' took part in the round table 'Violence in the modern society and the fight against it' within the course 'Gender and Development'. Guest experts took part in the round table: founder and the director of the NGO 'Center for dealing with the problem of violence "Nasiliu.net" ("Stop.Violence")' and a lawyer from Consortium of Women’s NGOs Valentina Frolova.
On April 25, in the Moscow office of Ernst & Young, a master class was held by Hande Yasargil, Director of Leadership Development Practice at the International Institute of Directors INSEAD.
