Valeria Utkina in the State Duma of the Russian Federation
On December 5, 2018, the Federal Assembly of the Russian Federation held a round table “On Equal Rights, Opportunities and Equal Results for Women in the Sphere of Labor Relations”, organized by the State Duma Committee for Family, Women and Children. Co-Head of the Research Group Valeria Utkina gave a report “Gender Equality in Public Administration”
The round table gathered an expert community from among the deputies of the profile committee, scientists, and civil activists. The speakers included members of the State Duma Committee for Family, Women and Children: Chairman of the Committee Tamara Pletneva, First Deputy Olga Okuneva, Deputy Chairmen Oksana Pushkina, Elena Vtorygina and Vasilina Kuliyeva, and Deputy Chairman of the Committee for International Affairs Irina Rodnina, and a public figure Alena Popova, founder and co-incorporator of the project “W: women’s mutual aid network”.
In her speech, Valeria Utkina formulated the main problems women in the civil service face: gender stereotypes, the “glass ceiling”, vertical and horizontal segregation, etc. And also suggested ways to solve them, the main one of which is the reform of human recourse services of public authorities. V. Utkina focused the attention of the meeting participants on the need to improve the system of collaboration with university graduates with a degree in "Public Administration", more than 60% of whom are young women.
Work on a fundamental bill on the protection of women's labor rights will start after the New Year.
