The head of scientific and educational group made the report on motherhood costs in the Russian labor market

Olga Genrikhovna Isupova provided at a conference in Ufa the report on a subject "A penalty for motherhood: money and not only". The described research set as the purpose to study types and prevalence of discrimination against institute of motherhood at the Russian enterprises and in state bodies.


During the research not only statistical data were analyzed, but also interviews with representatives of two parties of process are conducted: both employees, and managements. From positions of the employer, in Russia mothers have the right for the raised labor guarantees and the corresponding monetary payments. At the same time, as employers note, the state does not consider possible losses of qualification and competences at the employees going on a maternity leave. In addition to the arising burden on providing the specified guarantees at the enterprises and public authorities, similar costs provoke the organizations to carrying out discriminations concerning potential mothers.


Mothers are interested in official employment and the transparent scheme of salary payments as these points are important details for receiving the state privileges. It is simple to notice that these aspirations of the parties cause the inevitable conflict, as reflect the tendencies revealed in statistics.


Along with it in the report the "compromise" practices of the companies bypassing the law, but compensating distribution of benefits and costs are specified: for example, "gray" compensation allows employers to offset the losses connected with labor guarantees. More radical forms of "compensations" are pressure upon potential mothers for the purpose of their further voluntary resignation and, in some cases, manipulation of legal position of the enterprise for the purpose of leaving from obligations for a maternity leave.


According to the researcher, set of effects and their interaction are capable to change demographic country situation as growth of costs of motherhood without fail will lead to its postponement on the future that in turn will exert impact on birth rate and other integrated processes in society and economy.


The changes in the legislation directed to transfer of a burden of financing from the enterprises on social insurance funds can mitigate the existing problem. Nevertheless, reduction of budgeted expenses and crisis moods postpone similar measures indefinitely.
