The department was established in April 2009. The head of the department is Professor Alexey Mikhailovich Lavrov, Candidate of Geographical Sciences, has been working in the Ministry of Finance of Russia since 1998, since 2011 Deputy Minister of Finance of Russia (oversees issues of budget legislation, methodology, financial control, regulation of public procurement). Participated in the development and implementation of budget reform programs. State Advisor of the first class, Honored Economist of the Russian Federation, member of the Academic Committee of the National Prize for Applied Economics, member of the Editorial Board of the journal Finance and the Editorial Board of the journal Budget, author and editor of more than 80 scientific publications. 
The department employs practitioners — leading employees of the Ministry of Finance of Russia, the Government of Moscow, and expert practitioners, so that students have a real opportunity to get acquainted with the applied aspects of management at all levels of the country's financial system, including banking and corporate sphere, to gain knowledge, skills and abilities necessary for a manager of the XXI century.
The department conducts courses for students of the bachelor's degree program "State and Municipal Management" and the master's degree program of the same name.Four teachers of the department have scientific degrees of candidates of sciences. All teachers have extensive practical experience. Their qualifications allow them to teach how to draw objective conclusions and make decisions based on financial statements.
 The competencies that students receive in the process of studying the disciplines of the department will allow graduates to successfully work in the system of public administration, in organizations of the state and non-state sector of the economy. Students are sent to the Ministry of Finance of the Russian Federation, other federal executive authorities, regional and local administrations, government agencies, and financial institutions to conduct research projects, complete internships, and prepare term papers and final qualifying papers.
