On April 14-15, 2025, employees of the ILSIR took part in the V scientific and practical conference with international participation “The Value of Each 2025”, held in the Public Chamber of Russia.

ILSIR employees took part in the 5th scientific and practical conference organized by the Alliance of professional organizations supporting children and adults with mental disorders "The Value of Everyone"; the Center for Curative Pedagogy "Special Childhood", the Charitable Foundation "Markhamat" and the Ministry of Labor and Social Protection of the Russian Federation. The conference was held on April 14-15, 2025 in The Public Chamber of the Russian Federation in Moscow. On the first day of the conference, the head of the ILSIR, Elena Iarskaia-Smirnova spoke at the section “Inclusive Environment: a systems approach as a language of dialogue and a tool for strategies”, which was organized in the format of an expert discussion of the model developed on the initiative of the “Inclusive Environment” program of the Sberbank Charitable Foundation “Contribution to future". The model allows participants - parents, specialists, donors and researchers - to overcome the fragmentation of support for people with disabilities at different stages of their lives. On the second day of the conference, the section "Inclusion in the field of social protection and education: opinion from the outside, a view from the inside." The section was moderated by Elena Iarskaia-Smirnova. Leading researchers from the HSE University, MSSES, research centers and practitioners from non-profit organizations took part in the section.
The key topics for discussion were: the formation of an inclusive culture in school and preschool education, work with families with children with special educational needs, and the introduction of inclusive practices in museums.

A report with the results of a study on teachers' attitudes towards preschool inclusion by research intern at ILSIR, Elena Petrova. The topic sparked an active discussion of the factors that allow for the formation of an inclusive environment in preschool institutions - the role of the director, the qualifications of teachers, availability of necessary resources and others. Methodological principles for measuring teachers' attitudes towards inclusion were also noted, in particular the development of the scale used in the study. Another topic for discussion was the report of the leading research fellow of the ILSIR, deputy dean of the HSE Faculty of Social Sciences, Darya Prisyazhnyuk on the framing of the problems of inclusive education of migrant children in Russian print media for 2005-2024. The relevance of the study is related to the recently adopted law on mandatory testing in Russian for enrollment in school, around which a controversy arose. discussion among the participants and listeners of the section. The discussants agreed on the importance of detailed development of legislative initiatives that could affect the inclusiveness of the educational environment.


Both speakers and audience members emphasized that the development of inclusion in Russia remains a complex but achievable task, requiring the consolidation of efforts from science, education, the social sphere and the state. Additional confirmation of this was given during personal flash interviews with participants of the conference. The interviewers were the research interns of the ILSIR Maxim Gurin, Danila Parshchikov, Elizaveta Shupyatskaya, Bulat Gilfanov, as well as the laboratory intern, 4th-year bachelor's student (Sociology program) Anna Lyamzina.

The general leitmotif that emerged from the discussion that unfolded within the framework of the section was the understanding that effective inclusive practices are formed at the intersection of pedagogical, social and legal approaches, and their scaling is possible only with systemic support - from legislative initiatives to the daily work of institutions.
