We spoke to Elena Leonidovna Guseletova, head of the International Department, Faculty of Public administration, to get some more information about this event.
— Elena Leonidovna, this year our faculty is preparing for the APPAM Conference. Firstly, could you describe in a few words what the APPAM is?
— APPAM is the International Association for Public Policy Analysis and Management. It brings together schools, research organizations and other entities that are related to public administration, its development and analysis and the analysis of government programs. It is one of the leading associations in this field in America, and our faculty is a member of this organization. We are frequently involved with APPAM conferences, and at the most recent event, which we attended with Aleksey G. Barabashev, our faculty was invited to participate in a contest to choose a venue for one of their conferences. Of course we agreed.
The process was difficult: the decision was made on a competitive basis involving several countries, but eventually we got the privilege to hold the conference in Moscow.
So now all our efforts are aimed at making sure the organization, preparation and publicity for the conference are first rate. APPAM is a very prestigious organization, many leading professors from around the world will come to participate, and that's why we have to put all our efforts into making it successful. We also plan to involve our students (undergraduates and graduates) in working with international guests and helping with the organization of the conference.
— When will this conference be held?
— The Conference will be held in June 27-29th. We expect the majority of visitors to arrive on 26-27th, and leave on June 30th. However, many American professors who have never been to Russia may want to use this opportunity to spend a bit more time exploring Moscow, and perhaps also St. Petersburg. Therefore we will offer them an extensive cultural program, and the opportunity to stay for longer if they wish
— How are preparations for the conference going?
— Now we are in the most active period. First, we spread information about the call for papers for this conference, and now the closing date for applications has passed and the program committee has selected 150 participants. The Program and Organizing Committees from our side are composed of our professors:

— What will happen after the selection process has been concluded?
— We need to notify successful applicants. And then, following their final confirmation we will provide them with all the relevant information, e.g. when they can come, where they can stay, where the conference takes place. The plenary and panel sessions of the conference will take place on Myasnitskaya, 20. The number of sections and their names are being formed now according to those papers and their authors who confirm participation. It is worth noticing that in parallel we are working to bring other particpants to the conference, e.g. leading practitioners from the Russian Government, including some support from the ministries, departments and organizations. We have already received support from the Ministry of Economic Development of Russian Federation, as well as from the Russian Association of Public Relations.
— Where will the conference participants stay?
— Judging by the applications, we expect many researchers from around the world. This means that it is very heterogeneous group by both status and income level. Therefore, we are offering a range of hotels from 3 to 5 star. But in any case, the main factor for the accommodation is that it must be close to the conference place, meaning also, close to the center.
— Finally, how can foreign visiting experts get an invitation letter for their visa application and if necessary, an official invitation from the Russian Organizing Committee?
— Visas can be issued through travel agencies or alternatively, participants can contact me for an invitation from the Organizing Committee. For invitations we need a copy of the passport, a photo and information about the visitor’s employer (organization, position, contacts).
