CSRA and Ethiopia's The Policy Studies Institute signed a memorandum of understanding
The Centre for Stability and Risk Analysis at the National Research University Higher School of Economics and The Policy Studies Institute have signed a memorandum establishing cooperation in the field of social sciences. This agreement formalised the willingness of both parties to establish a strategic partnership aimed at developing joint initiatives in areas such as federations and federalism, comparative analysis of public policy practices, and the socio-economic policies of states.
This memorandum will enable PSI and CSRA to develop cross-country research projects and facilitate the exchange of knowledge and experience between the academic communities of Russia and Ethiopia. The agreement was signed by Ahmed Hamiza, Deputy Director General of PSI, Fekadu Tsega Boka, Director General of PSI, Leonid M. Isaev, Professor at HSE University, Deputy Director of CSRA, and Andrey V. Korotav, Professor at HSE University, Director of CSRA.
Also, according to the memorandum, Dr Mulugeta Getu Sisay (PSI) and Professor Andrey Korotayev (CSRA) have been appointed as coordinators responsible for monitoring the implementation of the agreement. It should be noted that the memorandum is a declaration of intent rather than a legally or financially binding agreement, and that any actions or joint activities do not diminish the authority or rights of either party. CSRA and PSI have also agreed to maintain confidentiality, protect trade secrets and process personal data in accordance with applicable law, ensuring that only anonymised data necessary for statistical purposes will be used. In addition, it was announced that the memorandum would remain in force for five years from the date of signing, with the possibility of extension by mutual agreement. Either party may terminate the agreement by giving at least six months' written notice, and any additional agreements or annexes concluded under the memorandum shall continue to be valid in accordance with their terms. The memorandum was drawn up in English in two original copies, each of which has equal legal force, and entered into force on the date of the last signature by the authorised representatives of both parties.
